It’s a lack of public humility. Get on a Japanese subway sometime, people maybe packed into it up to their shoulders, but it is still a relatively quiet and stress free ride.

Since Blacks are the main perpetrators of absurdly loud music on public transport and other public places, do what I do. With a radio or cd-player, put on classical music so they can hear it. It clears them out faster than anything.
