New video footage has emerged showing that police had Thomas Matthew Crooks surrounded around two minutes before he fired any shots at President Trump.
The footage was released by Dave Stewart, a resident of Butler, and has only come to light now because he was detained and his cell phone confiscated by the FBI.
The video shows police activity at the foot of the building with the infamous sloped roof, minutes before the shots were fired, with Trump still on the stage speaking the entire time.

This footage again raises questions over the monumental failure to keep Trump secure.
It has already emerged that Crooks was being treated as suspicious hours before the shooting.
It has also emerged that local police were not on the same communications channels with Secret Service, and that a scheduled meeting that morning between local law enforcement and federal security had not taken place.
Meanwhile, GOP Congressman Cory Mills, a former army sniper announced Monday he will be conducting a “parallel independent investigation” into the attempted assassination after Speaker Mike Johnson assembled a task force to probe the Butler shooting without including either Mills or Rep. Eli Crane, also a former sniper.
Mills wrote, “I wish the members of Speaker Johnson’s Task Force well, and think it’s time for a parallel independent investigation with subject matter experts (SME) and the whistleblowers who’ve already come forward that myself and Rep. Eli Crane and Benny Johnson have spoken with.”
“I will be speaking with other members, and although I won’t have subpoena powers, I will personally fund whatever is required for additional staff to further investigation and expose the truth,” Mills added.
Mills, a former member of the 82nd Airborne Division and Joint Special Operations Command, has argued that the failures at the rally were so basic that it is almost inconceivable that they were not intentionally allowed to happen.
The congressman has continued to question the events at the rally, previously expressing disbelief that a message was not conveyed to get Trump off stage immediately after the gunman was seen on the roof by a law enforcement officer.
